Sand can replace the grass in village flower decorations.

Steps to Reproduce:

• Enter the following seed and coordinates:

Seed: -6178286686098098179
Coordinates: /execute in minecraft:overworld run tp @p 2007742 65 -3798 130 35

→ ❌  Notice how sand can replace the grass in village flower decorations.

Additional Information:

This bug occurred with plains_accessory_1 and I'm uncertain as to whether it affects other village decorations.
