Pillager patrols spawn on snow that is 2 layers thick

I put 2 layers of snow on a building roof because pillager patrols were spawning on the roof and according to the wiki snow layers 2 to 7 thick will stop hostile mobs. But patrols still spawn on the roof after the 2 snow layers have been placed
