[MC-210987] Axolotl does not get damage of lingering harming potion

i was testing with potions, i used a harming lingering potion on axolotls. and i saw they didn't get any damage.

Steps how to reproduce:

Spawn Axolotl
Throw lingering potion
Done.

I can't reproduce this, except if you throw it on top of their head which is just MC-88368

Oh, I see now. This is actually caused by MC-110648, since the axolotl hitbox is so short, sometimes the cloud spawns above it even when thrown directly onto the ground
