A fireball summoned using /summon fireball can burn underwater

How to reproduce:
1. go into water
2. run /summon fireball
X --> it will still burn underwater

Note: has nothing to do with /summon, this is just how fireballs work.

Acknowledged, /summon is just used to get the fireball underwater
