Mending on pickaxe not working

I just put mending on my pickaxe and when i first mined some redstone it worked, but now whenever i mine any ores (coal redstone diamond etc) i gain the exp, but my exp bar doesnt fill, nor my pickaxe. I only have mending on my pickaxe and nothing else.

Did you have any armor equipped with mending, or an item in your offhand with mending?
