[MC-211793] Netherite Hoes does the same damage as the Diamond ones

Every netherite tool does 1 more damage then its diamond counterparts.

Diamond Sword = 7, Netherite Sword = 8

Diamond Axe = 9, Netherite Axe = 10

Diamond Pickaxe = 5, Netherite Pickaxe = 6

Diamond Shovel = 5.5, Netherite Shovel = 6.5

Diamond Hoe = 4, Netherite Hoe = 4

It is done as intended, also it is not damage, hoes do not have damage, but every higher level have more attack speed, attack speed 4 is the maxium you can have (attack charge is full at 10ticks/0.5secs) doing 1 damage every 0.5s (you cant go faster) , Works as intended
