On my 1.16.5 survival world I spawned in a village, took the brewing stand, and found a hive. I made bottles to collect the honey and stored the bottles in the stand. A Minecraft day or so later, I moved the bottles back in to my inventory to get more honey and it gave me the "Local Brewery" achievement despite me just collecting the empty bottles.
