i found one in my world that generated in the ocean seed: -2407431463349326668 coords: 648 68 -425

Probably, the generation took place at the height at which it should spawn. It's kind of just a small bug, but not a serious one!

I think just make it only spawn when surrounded by stone.

If they were to generate mostly or completely encased inside huge icebergs, this would actually be a cool feature! Having them just randomly floating in the ocean though doesn't make much sense.
