Ender Dragon will clip into obsidian pillars. To replicate enter end dimension in snapshot 20w03a and wait about 30 seconds to a minute. The dragon's hitbox will clip through the pillar showing that this is not just a visual glitch.

Duplicate of MC-5364, which is working as intended.
Yep this is intended, the ender dragon will actually fly through and break all blocks except for Obsidian, Bedrock, and End Stone. Create a new world and use the command /summon ender_dragon ~ ~ ~ {DragonPhase:10} to see the destruction!
