When using Glow Ink Sacs on signs it did not do anything. Glow Item Frames did not emit any light and just had a different pattern.

You should test the glow ink sac in dark room or something. For signs, you should dye the signs to see the difference. Black letter stay black even if glow ink sacs used. Glow item frames don't emit light to world. But if item in it is dark, it is a bug.
