Can confirm however, this doesn't seem like an issue. Glow lichens also cannot be placed on honey blocks, farmland, dirt path etc... because they are not full blocks (16x16x16).

It has 16x16x16 hitbox however, like slime block and we can place lichen on slime blocks. Honey block is bugged as a whole if I'm not mistaken, and farmland, dirtpath, piston base, etc. don't have 16x16x16 hitboxes, and lack of possibility of placing support needed blocks, when face should allow us to do that is tracked in MC-147249 and related to it tickets.

Soul Sand is not a full block

Rails are not full blocks like glow lichems but still can be put on soul sands.

@unknown That rails can be put on soul sand was a request by some of the tech community, thus that might be just a special case and cannot necessarily be applied as sort of "general rule"; if there are valid reasons why you think certain blocks should follow that rule, you could display your proposal on the MC Suggestions Subreddit or on the Microsoft page for MC suggestions.

@unknown One can place rails on slime blocks since ever, but not honey blocks, which were introduced much later than slime blocks; some behaviour in Minecraft is due to "ancient" addition of them, and while Mojang seems to try to go for consistency, this cannot be applied as a general rule either; removing old behaviour is not rarely frowned upon by specific community parts, and adding the same behaviour of old blocks to new, maybe even very similar ones, might not be as Mojang/Microsoft imagines certain blocks or mechanisms to work at all.

Some gameplay decisions in Minecraft are a case-by-case-thing, but it seems thus far that if something fits, it might be added to the game; even if the chance is comparably slim that the gameplay team etc. decide that something proposed fits into Vanilla or current game mechanics/behaviour, it doesn't hurt to at least try, outside of Mojira here.
