Vines/glow lichen are not broken faster by shears despite them being the intended tool

The bug

Vines, glow lichen and cobwebs are all blocks whose intended tool to obtain is shears. Cobwebs are broken much faster with shears than by hand or other unintended tools (excl. swords), however vines and glow lichen have absolutely no discernable difference in speed when broken by hand or an invalid tool vs. being broken with shears.

Expected behaviour would be that shears break them even just slightly faster.

Note that this ticket explicitly concerns unenchanted tools.

Can confirm in 21w06a.

Here are some steps to reproduce this issue:

Steps to Reproduce:

  • Place some vines and glow lichens down.

  • Break the vines / glow lichens with your fist.

  • Break the vines / glow lichens with some shears.
    → ❌  Notice how they aren't broken any faster, despite shears being their intended tool.

I'm unable to reproduce this issue in 21w19a

I also cannot reproduce in 21w19a though I don't believe this is the fixed version

I think it was fixed in 21w11a or earlier.
