[MC-213078] Server stairs & slabs lighting

Every stair or slab in a server has lighting problem. It is possible to fix it temporarily by breaking the block or a block around it. But not all servers allow breaking blocks.

can't confirm. for single player. no mods or texture pack minecraft.

I didn't know at the time but the servers I noticed that happen were all 1.12 or older with via version and I was on 1.16. Without smooth lighting stairs and slabs looked black inside because of the lighting changes in 1.14.
