When I want to re-roll a villager trades it take at least 30 seconds for the villagers to find it's workstation and have new trades. In other words this is almost instant. Also, they aren´t green and are able to change the trades, it´s just that they are slow at changing.

I am playing on a server, but, my friend is also doing this at the same time than me and his villagers do change instantly. I also thought that lag may be the problem, but then I saw my friend´s villagers and discarted that thought.
Please attach a screenshot of this occurring while the F3 debug screen is enabled.
