Glow berries are to bright and can prevent hostile mobs spawning

This is very likely intentional; other underground blocks like lava also produce light levels high enough to prevent mob spawning. If you wish for this to be changed, please suggest it on the feedback website or /r/minecraftsuggestions subreddit.
