I have noticed that diamond generation has been lowered in someway.
I don't know if this is because of the caves and cliffs update, but I haven't been able to find hardly any diamonds. I have spent 25+ hours on this world, and 5+ hours mining on Y11 & 12 and I have found 2 diamonds total. I tried strip mining, caving, everything, but nothing seems to work.
I even mined two full chunks in survival to see if I was just mining wrong and still no diamond generation!
I doubt at this point that this is down to luck. I've tried every trick in the book.

Ive seen something like this in a survival server for 1.17 that started in that version, Ive stripmined to the point you would find a few stacks and Ive only found a little more than one.
I did the same thing and found the same problem. I spent the last week Mining out 9 chunks for a project and even with fortune 3 i was only able to get a stack and 21 diamonds. I believe that because the new " deep dark" section is being added, and that is where they are putting diamond spawns now, That they clanged the diamond spawn to the deep dark before they crated the deep dark meaning that diamonds spawn under y0 but there is nothing under y0 yet.
This is very possible, not every chunk has a diamond ore, for example if it's overwritten by a cave or a lava lake. Diamonds are not very common.
Unless you can actually prove that diamonds are more rare than in previous versions of the game this is not a bug.
