Can confirm this still often happens on 26.1 Pre-release 3, when standing roughly 2-3 blocks close to the witch.

Oh, well if i am not mistaken I think I remember there being a couple of villager structures where they generate with carpets on the floor, preventing the villagers from entering those structures. There’s a library building in the Savanna villages that has that problem. So I don’t think it would be intentional.
