[MC-305196] Witches always miss their shots when close to their target

Spawn a witch.
Stand within 1.5 blocks or closer of the witch and enter survival mode in the open with no ceiling/roof.

The witch would hit you with their splash potion.

The witch will always miss their throw with the potion when standing to close to them, Throwing it just above your head.

fixed but the potion still goes over the head

Can confirm this still often happens on 26.1 Pre-release 3, when standing roughly 2-3 blocks close to the witch.
