Witches always miss their shots when close to their target

Steps to Reproduce

1. Spawn a witch.

2. Stand within 1.5 blocks or closer of the witch and enter survival mode in the open with no ceiling/roof.

Expected Results

The witch would hit you with their splash potion.

Actual Results

The witch will always miss their throw with the potion when standing to close to them, Throwing it just above your head.
