This is because the Looting enchantment only works when the item is held in the mainhand.
After testing, Looting functions correctly when a trident or crossbow is held in the mainhand. Since tridents are thrown in Survival mode, Looting does not apply in that case — I believe this is working as intended, as referenced in https://bugs.mojang.com/browse/MC/issues/MC-99063.

I believe this issue is directly related to MC-274903 . When witches target other raiders, they use healing or regeneration potions instead of harmful ones. However, when witches and those raiders are placed on the same team, the targeting behavior breaks—witches no longer target the raiders at all, which is why they stop healing them.
Illagers and Creaking show the exact same broken behavior. For a great reference, look at how piglins flee zombified piglins or hoglins flee warped fungus—they don't try to attack anything while running away.

@tryashtar @Willy No, if you let a zombie hit you once with its fist, then use the /item command to give it a spear, you'll notice that its animation reverts to the behavior from previous versions—with the incorrect arm position still present. This makes it more likely an accidental bug rather than an intentional change, and the issue remains unfixed as of 26.1 snapshot 7.MC-305702
Tested in 26.1 Snapshot 6: Hoglins exhibit the same behavior towards piglins if they are unable to reach each other to attack.

, but interestingly, Mojang closed it as "Working as Intended" — even though this behavior doesn't match what we'd expect from Zombified Piglins.
Tested this in 26.1 Snapshot 4 — Piercing works fine, but Multishot is still totally dead for skeletons. They just fire one arrow.

I cannot reproduce this issue in the 26.1 Snapshot 7. Perhaps Mojang has already fixed it?
