Setting the block state of a block that can have multiple block states, but reverts to a certain block state, causes the block not to revert

Dripleaf - Dripleaf get stuck in any state they are /setblock into. This means that they don't tilt when set to unstable, and don't come back up when set to partial or full

I'm pretty sure this is intentional. If you do the same thing for the sculk sensor by setting it to cooldown, it will not continue to detect vibrations. I'm pretty sure that this applies to other blocks that have block states that least for a certain amount of time.

This would relate to MC-224205, as this is a very similar issue.

Can confirm in 1.19.
