Can confirm in 1.18 up through 1.19 pre-1. This is because the boat was updated alongside Texture Update V3. However, with V3.2, we got the current planks texture, and the boat (alongside its palette) was not updated with it.
In early Texture Update versions for 1.12 it actually was given a new texture, however since it looked flat it was reverted. If it was simply brought down to 5 or 6 colors it could work, though.
The palette for the side and top has been fixed in the latest snapshot (nice), however the side doesn’t use current planks and still uses the V1 shape. This should be fixed still.
Here are some possible solutions. I found these from a Discord server with an FAQ about player heads in a resource pack not working:
1. Check if you're playing offline.
2. If you're using a cracked client or fake player, they won't load.
3. The malwares "RelevantKnowledge" and "PremierOpinion" can screw with skin loading.
4. Bukkit servers can screw with player skin loading.
5. If you have poor internet it might not load.
Honestly I think it would be cool if blackstone could be placed sideways, but it creates an interesting conundrum with its slabs and stairs.
Maybe it could be fixed by making the thickness of the sides 0.01 and having both the outer and inner sides be textured.
Most likely intentional, as the idea of the azalea leaves are that they are always lush, similar to moss and the azalea bush. It would be weird if you were in a desert and saw this azalea tree that didn't look lush.
I'm pretty sure this is intentional. If you do the same thing for the sculk sensor by setting it to cooldown, it will not continue to detect vibrations. I'm pretty sure that this applies to other blocks that have block states that least for a certain amount of time.
Big dripleaf plants don't need water or clay, only the small ones do.
This is intended. It's supposed to look like the portal has fallen down.

I think maybe this bug could be slightly reworked to create variations of existing Nether biomes. Crimson/Warped plains as well as a less-steep basalt delta could be really cool!
How exactly would that help? The F3 Screen doesn't show anything about how full a beehive is in terms of bees.

This is intentional.
I feel like the reason as to why this happens might be that the code for playing music in the Overworld might not specifically say "play this music one in the Overworld" but instead be programmed to play wherever. This might be fixed if a tag was put on Overworld music to only play there.
I did a test in 20w21a in a survival world. Here are the results:
