The debug screen is "Waiting for chunk..." long after chunks are loaded

After exiting a nether portal to go back into the overworld, the debug screen sometimes says it is "Waiting for chunk..." for quite some time after chunks are loaded.

To reproduce:

1. Open debug screen.

2. Leave the nether.
