I was just seeing the custom worlds in datapacks and I found a setting called aquifer=true, so then I set it to false and now all the noise caves in my custom world are flooded with water

If this is intended, the aquifers_enabled setting title is misleading.
This issue also has a side effect of exposing bedrock - MC-227243.
Can you put up the datapack to download? It might have something to do with the massive amounts of caves that are generating, and I am investigating that.
