Setting aquifers to false in a datapack causes every noise cave becomes an aquifer

I was just seeing the custom worlds in datapacks and I found a setting called aquifer=true, so then I set it to false and now all the noise caves in my custom world are flooded with water

Can you put up the datapack to download? It might have something to do with the massive amounts of caves that are generating, and I am investigating that.

Can confirm in 21w19a using this datapack:

If this is intended, the aquifers_enabled setting title is misleading.

This issue also has a side effect of exposing bedrock - MC-227243.
