Tools are slow while on horses or donkeys

Using tools like pickaxes/shovels/axes while mounted on a horse or donkey is much slower than it should be. It's as if the speed is reduced to that of underwater-mining.

May be intended.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
