Water doesn't break rails

Hello, I am sure I found a bug in the snapshot 21w06a, so if you put water next to rails they don't break, it does break in stable version 1.16.5 so I'm reporting this bug.  I'm also providing two screenshots one from the snapshot (21w06a) and one of the stable version (1.16.5) Thanks for taking your time and reading this report.
