[MC-216015] Ocean Monuments in Water World presets don't spawn correctly

Since the height limit was changed in 21w06a, the water world preset has sea level below height 62, making the ocean monuments appear above the sea and with a large area of water around it.

I don't know if I should mark this as affected by 21w15a if it only happens when using the datapack that Mojang provided in the changelog. Does anybody know?
