This appears to be a duplicate of MC-117891, which was later resolved as, "Works As Intended". This "issue" that you are experiencing, isn't actually an issue and works how the developers intended it to. Please see the parent ticket for further details.
This is just game design. They removed the recipe because it was too OP. You can get this recipe back yourself using a datapack.
If you want to have the recipe back, you can use a datapack from the vanilla tweaks. https://vanillatweaks.net/picker/crafting-tweaks/
