Canyons / Ravines don't generate deep below y=0

I have seen ravines that generate with the bottoms reaching below y=0. However, there are no ravines that generate deep underground with the top reaching below y=0.

When I tested several worlds searching for ravines, they don't generate below y=0, so I can confirm this bug.
