I'm pretty sure that it cheese caves can generate above y=0 but they don't intersect the surface.
I think that cheese caves just rarely generate above y=0 because in the 1.18 experimental snapshots, cheese caves aren't flooded anymore
The expected behavior should act like other mobs where they don't jump randomly when they cannot get over the block. However, the ravager will constantly attempt to jump every time it touches a block.
