Goats spawned using spawn eggs or /summon do not ram/attack anything. Only naturally generated goats do.

They will eventually charge at you if you summon many goats

I am unable to reproduce this issue in 21w15a. It's quite rare to witness a goat to ram an entity, but it does indeed happen.
