[MC-216838] Ores generate with their stone variants below Y=0 if they overwrite Tuff

The title summons it all.

When the ore generation overwrites Tuff, if below Y=0, it doesn't generate with their deepslate variant, it does with the stone variant.

I attach screenshots showing seed and coordinates for you to test.
