[MC-21695] Odd Minecart Seating

So in 1.5.2, when you entered a minecart, you were sitting high then you were supposed to. Now in 1.6.1, you sit too low.

I am encountering this bug in Minecraft 1.6.2, the bug can be re-produced when entering a Minecart that has been created on a slope, it does not matter if it is no longer on a slope or has come to rest it will still show the players viewpoint a block lower.
Also if the Minecart is broken (exiting via LShift works fine) the player exits the Minecart a block into the ground and has to jump out of the block.

This happened to me in 1.6.4 and in 1.7.9. It only happens when I place the minecart on a ramp. When I place a minecart normally there are usually no issues.
