[MC-217034] Any lapis ore that generates below y=0 is the stone variant.

The lapis ore doesn't generate the deep slate variant when generating below y=0

This bug is a duplicate. The search features in the bug tracker are difficult to find the same bugs. :/

Lapis doesn't actually have a deepslate varaint. But if it generates below Y=0 then it should. That is the bug.
