Normal lapis ore can generate entirely surrounded by deepslate, instead of the deepslate ore variant.

I've found some more in the same seed, but this time it's all next to Tuff. Potential cause? Perhaps a different issue though because the Lapis wasn't next to Tuff.

What's also odd is that lapis lazuli ore is supposed to be completely hidden inside of the deepslate (not visible in caves)
