[MC-21801] Horses still regenerate health even if NaturalRegeneration is set to false

This may not be a bug, but it really shouldn't happen anyway as horses can be fed food to heal them.

It is not balanced though, as you could let your horse soak up damage in PVP games which have this enabled, and allow you to not really be affected by it.
