This happens because Deepslate ores only generate when regular ores replace Deepslate. A fix for this issue would be to make Deepslate ores also generate when regular ores replace Tuff. Another fix would be to make all ores generate as Deepslate ores when below Y = 0.

So, it's not just below Y = -30, and it doesn't always happen. Depends on what it replaces.
