[MC-218673] Normal Ores generate in Mineshafts below y=0

I found two normal diamond ores generated on y = -44, placed under a rail.

I cannot tell for sure if it's caused by the mineshaft.

Seed: -6602861324210415503

Coordinates: 25 -43 -198
