[MC-218699] StrongHold in caves spawning without floor/etc

Opened the new snapshot, wanted to see how the new biome reacts to the stronghold
saw that the cave part fully cuts most blocks of the stronghold
and I was aware ya'll fixed that problem with the fill the empty space with stone thing
