[MC-218701] Axolotls aren't able to spawn in lush caves

The bug

While exploring underground bodies of water in the lush caves I have found absolutely no axolotls. Even after teleporting every entity to me the only passive mob that was present are bats.

I have been floating around for about 30 minutes through a bunch of caves and I have yet to spot a naturally spawned Axolotl, it seems like their spawning has been forgotten to be implemeneted with the lush caves as of yet.

This was fixed in 21w13a btw for some reason isn't in the patch notes
