[MC-218726] Decorations can get cut off or generate floating when intersecting the generation of mineshafts

The Bug:

Decorations can get cut off or generate floating when intersecting the generation of mineshafts.

Just for clarification reasons, decoration blocks are blocks such as grass, tall grass, azalea, flowering azalea, moss carpet, etc...

Here is an example:

Version: 1.19.3

World Type: Single Biome, Lush Caves
Seed: -6146314301770596738

Steps to Reproduce:

Generate a world with the world type and seed provided above and teleport to the given coordinates.
Look closely at the generation of the mineshaft and how nearby decorations intersect it.
Take note as to whether or not decorations can get cut off or generate floating when intersecting the generation of mineshafts.

Observed Behavior:

Decorations can get cut off or generate floating.

Expected Behavior:

Decorations would not get cut off or generate floating.

This issue is not exclusive to the big dripleaf. This can also be seen with blocks such as tall grass, azaleas, flowering azaleas, grass, and potentially many other blocks.
