The white particle effects on the Lightning Rod new to this snapshot do not appear to render correctly as they seem to fly off out of render and disappear very quickly and move in strange directions.
Replicate this by placing a lightning rod on the ground in the 21w11a snapshot.
We do not have enough information to find the cause of this issue.
