[MC-219860] Particles do not appear when using bonemeal on rooted dirt

The green particles that normally appear when you use bonemeal on something do not appear when you bonemeal rooted dirt to get hanging roots

I am unable to reproduce this issue. The green particles are produced above the rooted dirt block, as they're supposed to.

I was unable to see any particles at all, but that was probably because I left no open space above the rooted dirt. So yes, I believe MC-219899 describes the issue.
