Inspired by a comment on MC-213778.
Glow lichen shares many functional similarities with vines, a plant block which can be climbed. However, glow lichen cannot be climbed unlike vines. I am not sure if this is intended or not.
A very easy fix - just add minecraft:glow_lichen to the #minecraft:climbable block tag.
Can confirm, but this may be a feature request.
