I am unable to reproduce this issue. The creeper makes the "Creeper hisses" sound before exploding. Please provide a screenshot of your sound settings.

I can reproduce this, but only on occasion.

They simply don't make a sound before exploding. They still glow and perform their animation, but no hissing.

My guess is that this is a duplicate of MC-7900.

Please check if MC-7900 describes your issue. And if not, please turn on subtitles in your settings and provide a video of this occurring with the F3 screen enabled in the latest vanilla version.
