[MC-219954] Breaking the amethyst cluster with wood/stone/golden pickaxe drop 4 amethyst shards

Amethyst block can only be mined with iron pickaxe or better, but amethyst cluster can be mined with any pickaxe and drop 4 amethyst shards instead of 2.

Because all pickaxes are included in the cluster_max_harvestables tag instead of only iron, diamond and netherite pickaxes
