Spore blossom can not be waterlogged on java. However it can be waterlogged on bedrock.

Can confirm that spore blossoms pop off on Java edition when placed in water. Do not know about Bedrock edition.
Edit: Further, I used the debug stick on the spore blossom and it said it has no properties, so it doesn't even have support to be waterlogged.
