Drowneds that generate in ruins can suffocate in blocks

Sometimes, drowneds suffocate when they generate. It seems to be when the chunks are still loading and the drowneds try to move around, then the chunks load blocks where their heads are.

This usually happens on servers, but sometimes happens in singleplayer as well.
