Lightning hitting an entity on copper slabs on top another copper block fully cleans the bottom block first

The bug

When standing on top of a full block and a slab of oxidized copper, and summoning lightning, the slab should get cleaned fully, as it is the top block, but only the full block does.

How to reproduce

1. Put down an oxidized copper block

2. Place an oxidized copper slab on top of it

3. Summon lighting at your player
   → ❌ Only the full block will be cleaned, when the top block, the slab, should be cleaned
