[MC-221625] Light and barriers don't spawn particles in survival mode

In Survival Mode, particles will not spawn when holding a light or barrier. (However, the hitbox is visible when the crosshair points to it)

Place a barrier or light in Creative mode
Switch your game mode to Survival
Hold a barrier or light item
❌ The block particle is not present on the barrier or the light

While holding the item, the particle would show within the light or barrier.

I am able to confirm this behavior in 21w43a. Here are some extra details regarding this problem.

The Bug:

Barrier and light particles cannot be seen in survival mode.

Steps to Reproduce:

/give @s minecraft:barrier 64
/give @s minecraft:light 64

Ensure that your particles are set to anything other than "minimal" in order to make these particles visible. (MC-47607 & MC-221558)
Place down multiple of both of these blocks.
Switch into survival mode and hold the light/barrier blocks in your hand in order to make the light/barrier particles visible.
Take note as to whether or not barrier and light particles can be seen in survival mode.

Observed Behavior:

Barrier and light particles cannot be seen in survival mode.

Expected Behavior:

Barrier and light particles would be able to be seen in survival mode.
