Glowing effect stays after duration runs out

Entities that has the glowing effect via spectral arrows and bells will remain glowing after the actual effect has run out. Players are also affected by this too, but they cannot remove this other than getting killed.

This would also allow players to easily finding raid mobs in a raid.

To reproduce

1. Hit something with a spectral arrow

2. Wait for the the potion particles disappear
   → ❌ The mob remains glowing.
